Game is stucked at loading page.

I need your help with game, I've uninstalled and re-install game several times, disabled firewall.
Tried almost all solutions that I can find throw forum or searching internet for fix.
Combat Arms Classic is working fine but I can't get in reloaded to start game.
My internet connection is perfect as per attached file.
I've dxdiag file but I don't know how to upload it to check my laptop.
