I've seen a lot of users quitting rooms on a regular bases which doesn't help at all, A lot of users have their points deducted this way which is making the ranking system take longer then expected to balance out. Once the ranking scheme slowly increases in the amount of Advanced / Expert players, Then you'll see the increase of other ranks.

Looking good, to bad the ranking system doesn't relly work as intended. Even tho there are noticible differences in skill among the average players most people are just bouncing around from rookie to advanced.
