Hardcore Mode and Mark II Weapons

Any specific reason why the Mark II variants of several hardcore guns are not on the hardcore weapon list? The weapon rebalance reduced them to nothing but skins and other cosmetic varians such as the Bloody Hunter MP5SD6 are on the list so what's the problem here?
