firing rate question

hi

i noticed with the weapon enhancements there was a chance to get a modifier "increase shooting speed by 5%"
however, after the recent update, instead of increasing the firing speed by five percent, it only adds +5 to the firing rate of the weapon.
does anyone know what is going on with this?
