[GAME BUG] Can't press F5 while having elite moderator, no menu appears

Sup,

i am not able to open a kick menu whilst having an elite moderator. If I press F5 nothing happens, no menu appears. I've tried to reinstall the game, change resolution, every trick in the book. Still the menu does not appear. Any suggestions?
