Spawning 2 RED boxes and 1 Health Pack

Is there a new character that can spawn 2 reds and 1 health box?? or is that a special case +2 I seen this today in fireteam and never seen it before... i ask the player how did you do that and they said from Agent #### i forgot the name... so i am asking the community this question so i wont think this is some kind of new hack.

It's from agent melissa. It has a special ability where every 30 secs you can spawn one health and one ammo box. If you enhance it to +2, you can spawn 2 ammo boxes and one health box every 28 or so second. You can no longer buy this character as it was only available through one of the previous seasonal event.
