1. Updating old machinery - It's an old game, not that that's bad or anything, it just means that some of the things in it are out-of-date. For example, models and animations. They DESPERATELY need new ones. Back in the day, yeah they were ok, but now its just embarrassing since every other shooter game has way better ones. Textures and everything are fine since the reloaded thingie, its just that the models seriously need some work. Particles and effects too.
2. Making it known - It had a great reputation and was known for being really fun and every guy in middle school played it years ago. Now it's not so known. That being said, people have to know that it exists and its better. Put some commercials or something on youtube, put it somewhere where people go to often, like facebook, or instagram or whatever other crap people look at. Get it out there
3. Playerbase. Um, everygame that wants to be good needs a good playerbase, this kinda goes along with making it known.
4. Add something new - adding something new makes people interested by it. Old dogs can learn new tricks, and people like new tricks. Add some new game modes, or improve older ones. Add new maps and guns and classes (just dont make them unbalanced). Old gameplay can stay, but you can still implement new stuff.
5. Not pay-to-win - I think this a pretty big reason why it isn't that successful. Nexon had a lot of pay to win games (maplestory *cough*) and combat arms kinda fell under that. Now since combat arms is under new management, it opens opportunity for players to explore without paying money.
