Server error: Err_character_create_fail( error code 3-38)

I made account valofe and when start game this says when i press button create character:

Server error: Err_character_create_fail( error code 3-38)

also if i change character says:

Server error: Err_invalid_state_character_create ( error code 3-4)

Also do you mind if I merge the threads together?
