Download what exactly? Be specific. If I remember correctly, anime can be downloaded 24/7 from certain websites.

I think your mouse is bugged, the bug creates an external double-click when you click on the download button. Your PC transits that as an F5-function, meaning, it refreshes automatically when doing so. Only thing to do against this issue is to go outside, count to 10, come back, and restart your PC.
